Origin and Destination Study
Beaufort County, South Carolina
The Traffic Group completed an Automated License Plate Recognition
(ALPR) Origin/Destination (OD) Study in Beaufort County, South Carolina to assess and evaluate the impact of the proposed improvements on their roadway system (particularly the Northern Bypass Extension).
The study was designed to provide the data necessary to renew some existing uncertainties in model datasets, particularly in the origin destination linkages for trips entering and leaving Port Royal Island in Beaufort, South Carolina.
The project served to collect vehicle origin/destination data to reveal traffic patterns and evaluate travel behavior on, around, and through Port Royal Island. Data were collected at all locations providing access to the island. This allowed for both the quantification of the traffic volume as well as the qualification of the traffic by trip type.
License plate information from all vehicles entering and/or exiting Port Royal Island was captured, recorded and compared to six (6) mutually exclusive license plate information data collection sites. The license plate information for each vehicle was compared to all other vehicles at all other locations to identify a
match.
The data was collected on May 12, 2005 between the hours of 6 AM and 7 PM at four (4) of six (6) total sites. The remaining two (2) sites were sampled for one less hour during the AM and started at 7AM. The lengthy sample periods ensured that the morning and evening peak traffic periods were captured. In total we collected information on approximately 80,000 plates, including the time, location, and relative direction onto or off of the island.
